JAYAPURA – The Papua Regional House of Representatives has officially begun deliberations on the Draft of Regional Revenue and Expenditure Budget of Papua Province for Fiscal Year 2026 during a plenary session held at the DPR Papua Plenary Hall on Wednesday (December 10, 2025).

The meeting was chaired by the Speaker of Papua Regional House of Representatives Denny Henrry Bonai, accompanied by the deputy speakers, and attended by Papua Governor Matius D. Fakhiri, Deputy Governor Aryoko Rumaropen, leaders of the Papuan People’s Assembly, the Acting Regional Secretary of Papua, and members of the Regional Leadership Coordination Forum.

In his remarks, the Speaker of the Papua Regional House of Representatives emphasized that deliberation of the 2026 APBD is a constitutional mandate as stipulated in Government Regulation No. 12 of 2018 and No. 12 of 2019 concerning Regional Financial Management.

He urged all factions, commissions, and the Budget Committee of the Papua Regional House of Representatives to work optimally, given the limited time available for deliberation.

“We expect all parliamentary bodies to thoroughly review this draft regional regulation so that joint approval can be achieved to improve public services for the people of Papua in 2026,” Denny stated.

Structure of the 2026 Draft of the Regional Revenue and Expenditure Budget

A. Regional Revenue – IDR 2.03 trillion

• Local Own-Source Revenue: IDR 563.4 billion
• Transfer Revenue: IDR 1.46 trillion
• Other Legitimate Revenue: IDR 2.1 billion

B. Regional Expenditure – IDR 2.27 trillion

• Operational Expenditure: IDR 2.04 trillion
• Capital Expenditure: IDR 81.4 billion
• Unexpected Expenditure: IDR 10 billion
• Transfer Expenditure: IDR 138.6 billion

C. Regional Financing

• Financing Receipts (2025 Budget Surplus/SiLPA): IDR 249.1 billion
• Financing Expenditure: IDR 10 billion
• Net Financing: IDR 239.1 billion

With this composition, Denny explained that the 2026 Papua Regional Revenue and Expenditure Budget is projected to record a deficit of IDR 239.1 billion, which will be fully covered by the 2025 budget surplus (SiLPA).

Meanwhile, Papua Governor Matius D. Fakhiri emphasized that the 2026 APBD serves as a crucial instrument for implementing the “Bright Papua” (Papua Cerah) vision in the first year of his leadership alongside Deputy Governor Aryoko Rumaropen.

“We express our appreciation to DPR Papua for its commitment and cooperation in overseeing government administration and supporting development for the welfare of the people of Papua,” Fakhiri said.

He explained that the formulation of the 2026 APBD is guided by the 2026 Regional Government Work Plan under the theme: “Accelerating Inclusive Economic Structural Development through the Advancement of Regional Leading Potentials.”

The governor stressed that the decline in transfer revenue from the central government necessitates expenditure management that is increasingly effective, efficient, and focused on public service priorities.

He requested that deliberations on the 2026 Regional Revenue and Expenditure Budget prioritize mandatory spending and strategic programs that directly benefit the public.

He further outlined that regional expenditure in 2026 is designed to support the fulfillment of mandatory and binding expenditures, efficiency in non-priority spending, improvements in education, health, and infrastructure services, and capital participation in region-owned enterprises amounting to IDR 10 billion.

The governor expressed hope that deliberations on the Regional Regulation Draft would proceed smoothly and receive joint approval in accordance with prevailing laws and regulations.
