JAYAPURA – A total of 36 participants were declared graduates at the closing ceremony of the National Leadership Training (PKN) Level II Batch XXX Papua, involving officials from the Papua Provincial Government as well as regencies and cities across the Land of Papua, Maluku, and East Nusa Tenggara (NTT). The event was held on Friday (December 12).
The PKN Level II program was conducted using a classical (in-class) learning method. The training took place from August 26 to December 12, 2025, at the Papua Provincial Human Resource Development Agency (BPSDA) Campus.
Papua Deputy Governor Aryoko Rumaropen stated that Papua’s development requires leaders who are able to read the dynamics of the times, integrate regional potential, and mobilize government officials and the community to advance Papua in line with the Papua Missions: Healthy Papua, Smart Papua, and Productive Papua.
“As an implementation of national regulations on civil service management, the National Leadership Training emphasizes the importance of strategic capabilities, ranging from formulating policy alternatives and managing organizational change to ensuring performance accountability,” the deputy governor said after officially closing the program.
He added that through various learning agendas, participants were shaped into professional, innovative, and adaptive bureaucratic leaders capable of responding to contemporary bureaucratic challenges.
He also noted that participants not only studied theory but also designed and implemented change projects in their respective work units. This, he said, demonstrates that leadership is not measured merely by position, but by the courage to initiate improvement.
“I hope these change projects do not end as reports, but instead become a new work culture that delivers tangible impacts in accelerating Papua’s development,” he stressed. ***
