WAROPEN — The Papua Provincial Government continues to strengthen equitable digital connectivity in frontier regions through the Papua Governor's working visit to Waropen Regency on Monday, May 18, 2026. During the event, held at the GKI Waropen Office Hall, the Regional Grant Agreement Manuscript (NPHD) and the Minutes of Handover of Regional Property Grant between the Papua Provincial Government and the Waropen Regency Government were signed.
The signing was carried out directly by Papua Governor Matius D. Fakhiri and Waropen Regent Fransiscus Xaverius Mote. Through the program, the Papua Provincial Government handed over digital connectivity infrastructure support consisting of Starlink devices and supporting equipment for 45 locations, 15 solar panel units for 15 locations, and one videotron unit. The facilities were developed through the Papua Provincial Budget under the Budget Implementation Document of the Papua Provincial Communication and Informatics Office for Fiscal Years 2024 and 2025.
This program is expected to strengthen access to communication, public information services, and accelerate development in coastal and remote areas of Waropen Regency.
Governor Fakhiri emphasized that developing digital connectivity is an important part of delivering equitable government services to all areas of Papua. According to him, internet access and public information facilities are strategic needs to support education, community services, and regional development in realizing Papua Cerah.
Meanwhile, Head of the Papua Provincial Communication and Informatics Office, Jeri Agus Yudianto, explained that technically, the provision of solar panels at Starlink service recipient locations was adjusted to the characteristics and energy availability of each area.
"Not all locations are equipped with solar panels because some areas already have electricity access, although there are also regions where electricity service is still limited to 12 hours. Therefore, solar panel support is prioritized for locations with energy limitations so that internet services can continue to operate optimally," he said.
He also added that the videotron development in Waropen Regency was carried out in 2024. Going forward, its management and maintenance will fully become the responsibility of the Waropen Regency Government, so it can be utilized optimally as a medium for public information and community services. ***
