BATAM - The Papua Provincial Government and three New Autonomous Regions (DOB), Monday (15/5/2023), held forum meeting of Local Government Work Unit to prepare technical steps in the fields of law, institutional fields and Regional Revenue, specifically for One-stop Administration Services Office (SAMSAT)
The agenda, which is centered in Batam City, discusses related to the preparation of regulations in the Province and districts/cities after the stipulation of Government Regulation Number 106 and Government Regulation Number 107 of 2021 and the determination of New Autonomous Regions, as well as equalizing the steps to increase regional income, especially in Papua Province.
Acting Governor of Papua Muhammad Ridwan Rumasukun in his speech emphasized that the agenda is in the context of accelerating governance in a new format so strengthening of regulations aimed to integrate and synergize the implementation of special authority-based programs and activities in one regional unity and governance.
Thus, this regulation is able to ensure the fulfillment of the basic rights of the population, especially Indigenous Papuans (OAP), as well as provide direction, foundation and legal certainty in the administration of governance and development based on special authorities.
"Especially now that we are facing a very significant fiscal change in Papua Province, the regional revenue target in 2022 is IDR 2.1 billion, reduced to IDR 587 billion. The acquisition was collected through 17 One-stop Administration Services, it has now been reduced to 8."
"So it must be a common concern and we must join hands to optimize and explore more potential revenue, especially those sourced from Motor Vehicle Tax (PKB) and Motor Vehicle Name Return Duty (BBNKB)," explained Ridwan.
Ridwan added, no less important challenge in the near future, that Papua is faced with the implementation of the election of Regional Heads, DPRP and DPRK simultaneously. On the other hand, with the massive digitization in the era of Revolution 4.0, a competent apparatus is needed to resolve legal disputes.
"Meanwhile, every government agency is required to compile the needs for the number and type of civil servant positions based on position analysis and workload analysis according to existing regulations. Therefore, I hope that this activity can produce a regulation for these three things that will support the development process in Papua," said Ridwan.
The Mayor of Batam, represented by Jefridin Hamid, gave an appreciation for the implementation of the activity by taking in Batam City. Batam is a small city but 60 percent of its budget is sourced from regional revenue.
"So I hope it can be a reference for Papua Province, what programs will be adopted to improve Papua Regional Revenue in various sectors. Moreover, Batam does not have natural resources like Papua, but the Batam Government as a service city provides guarantees and facilities for investors in various forms ranging from the availability of infrastructure and regulations," he said.
It is known that the Coordination Meeting and Forum will be held for two days (May 15-16, 2022). The activity was opened by the Acting Governor of Papua and attended by the Acting Secretary of Papua, Head of Bappenda, Head of Legal Bureau, Head of Organization Bureau, Head of Communication and Informatics, and heads of Organization and Legal Section of Districts / Municipalities throughout Papua Province.
Also present were the Provincial Government of Central Papua, Mountain Papua Province, South Papua Province and 8 Heads of UPTD/Samsat in Papua Province.
