JAYAPURA – The Papua Provincial Government, through the Regional Revenue Agency (Bapenda) of Papua Province, recorded that a total of 643 vehicles with license plates from outside Papua have been re-registered and converted to Papua registration numbers.
These vehicles benefited from the fine waiver and motor vehicle tax discount program, which offered reductions ranging from 5% to 40% on the principal tax amount. The program was valid from May to September 2025.
Acting Head of the Tax Division, Ardy Bengu, stated that there was a 1.1% increase compared to the previous year, even though many vehicles with license plates from outside Papua are still commonly seen on the roads.
“Some vehicles have not yet been re-registered due to technical issues or incomplete documentation,” he explained.
He added that another challenge encountered in the field was that many vehicle owners had not completed their loan payments, preventing them from obtaining their Vehicle Ownership Book.
According to Bengu, the fine waiver and tax discount program is one of the Regional Revenue Agency's key efforts to encourage vehicle owners to promptly re-register their vehicles in Papua.
“As long as they are still using license plates from outside Papua, their vehicles remain registered at One-Stop Motor Vehicle Administration System offices in their region of origin. The taxes continue to be collected there, even though the vehicles are used in Papua,” he concluded. ***
