Papua’s Healthy District/City (KKS) Steering Team Reviews Achievements and Sets 2026 Work Plan
JAYAPURA – The Papua Provincial Healthy District/City (KKS) Steering Team convened an intersectoral coordination meeting among provincial government agencies as a follow-up to directives from the central government on Wednesday (October 16).
The forum served as a coordination platform to present the latest updates on the national assessment of the Swasti Saba Award, which is conducted biennially in odd-numbered years.
The meeting, held at the Papua Regional Research and Development Planning Agency (Bapperida) meeting room, was opened by Verra Wanda, Secretary of the Regional Research and Development Planning Agency of Papua. In her remarks, she emphasized that the Healthy District Program of Papua Team is responsible for assessing local governments’ performance in implementing priority programs that address cross-sectoral issues.
“The Healthy District assessment must be based on valid data and clear indicators. We hope that not only Jayapura City will pass the national verification, but that other districts in Papua will also participate and excel in the future,” said Verra Wanda.
This year, 514 districts/cities across Indonesia participated in the Healthy District assessment, but only 173 regions advanced to the verification stage. From Papua Province, Jayapura City was the only region that qualified for the national assessment.
Under the national Healthy District program initiated by the Ministry of Health of the Republic of Indonesia, provincial governments are tasked with increasing the number of districts and cities implementing the program.
Currently, only three regions in Papua have joined the Healthy District initiative: Jayapura City, Jayapura Regency, and Keerom Regency.
To participate in the KKS program, districts/cities must fulfill the following requirements:
Issuance of a Regent/Mayor Decree establishing the Healthy District Steering Team;
Preparation of a Work Plan for the Steering Team; and
Issuance of a Decree on the Healthy District Forum along with its work plan.
The national Healthy District assessment consists of two stages:
Administrative Assessment – including self-assessment by districts/cities, provincial-level evaluation, and central-level validation based on supporting data;
Field Verification – conducted by the National Healthy District Team for regions that meet the minimum administrative score.
The KKS assessment framework covers nine key indicators, each coordinated by relevant provincial agencies:
Healthy and Independent Community Life – Provincial Health Office
Housing and Public Facilities – Environmental Agency & Public Works Office
Educational Institutions – Education Office
Markets – Trade and Industry Office
Offices and Workplaces – Manpower Office
Tourism – Culture and Tourism Office
Transportation and Traffic Order – Transportation Office
Social Protection – Social Affairs, Population, and Civil Registry Office
Jayapura City previously earned the Swasti Saba Padapa Award (basic level) in 2023 and is competing again this year, aiming to achieve the Swasti Saba Wiwerda Award (intermediate level).
As of 2025, the Papua Healthy District Steering Team has provided mentoring to four regions: Jayapura City, Biak Numfor Regency, Jayapura Regency, and Keerom Regency. In the coming year, mentoring will be extended to Kepulauan Yapen and Supiori Regencies.
In addition to reviewing national assessment results, the meeting also discussed the 2026 Work Plan of the Papua Provincial Healthy District Steering Team. ***
