JAYAPURA – The Governor of Papua, Matius Fakhiri, is encouraging a shift in the work culture within the Papua Provincial Government toward a bureaucracy that is open, transparent, and responsive to public aspirations.
During a joint civil servant assembly at the Papua Governor’s Office on Monday (October 20, 2025), Fakhiri emphasized that effective governance begins with honest communication between leaders, civil servants, and citizens.
“There should be no barriers between leaders and staff, between civil servants and the community. Everyone must listen to one another and be open,” he said.
According to Fakhiri, many public service issues arise because civil servants and leaders are reluctant to communicate directly. Therefore, he stressed the importance of creating open spaces for dialogue in every government agency.
“If there’s a problem, speak up directly. Let’s fix it together. I’ve also opened my official residence so that anyone can come and talk without fear,” said the Governor.
He believes that bureaucratic work patterns in Papua need to be improved by fostering values of honesty, discipline, and human-centered public service. Every official was reminded not to keep their distance from subordinates or the public.
“Leaders must be present and listen. Don’t wait for reports — go directly to the field,” he asserted.
Fakhiri hopes that civil servants across all regional government offices will embrace openness as a new work culture within the Papua Provincial Government.
“We want Papua to have a bureaucracy that is clean, transparent, and trusted by the people,” he concluded. ***
