Jakarta, July 1, 2026 – The Ministry of Communication and Digital Affairs has identified new developments in online gambling spam operations. Analysis shows that these operations are no longer limited to a single social media platform, but have expanded simultaneously across multiple platforms and have begun targeting regional influencers and content creators as the main channels for distribution.
"We have detected that online gambling spam operations are no longer limited to just one digital platform. In addition to Instagram, similar activities have also been identified simultaneously on TikTok, Facebook, X, and YouTube," said Director General of Digital Space Supervision Alexander Sabar on Tuesday, June 30, 2026.
Previously, the Ministry of Communication and Digital Affairs had identified patterns in the spread of online gambling promotional comments using inauthentic accounts and automated machines or bots across various social media platforms. The pattern is marked by repeated comments using various keywords and hashtag variations to avoid the platforms' automated moderation systems.
As these operations have expanded, the targets of distribution have also shifted. While previously many targeted government social media accounts, perpetrators are now also actively targeting regional influencers and content creators with large followings.
"Around 52 percent of online gambling spam targets are directed at regional influencer accounts because their audiences are considered to have higher levels of trust, strong engagement with creators, and relatively lower comment moderation. This condition allows online gambling promotional comments to potentially remain longer and reach more users," Alexander explained.
Instagram and TikTok have become the platforms with the highest volume of attacks due to the high penetration of regional content creators. In contrast, Threads has not yet become a main target because its user base is relatively smaller.
These findings indicate that perpetrators continue to adjust their distribution strategies by following people's social media consumption patterns.
Alexander Sabar added, "This entire operation is carried out using automated bot-based machines from India and Brazil, controlled by a network of Indonesian citizen agents who are part of a white-label ecosystem with more than 138 active agents. During the World Cup period until July 19, 2026, the potential for escalation remains very open."
As a follow-up to these findings, the Ministry of Communication and Digital Affairs continues to strengthen coordination with digital platform providers to accelerate the handling of accounts suspected of spreading online gambling promotions.
"We urge all Electronic System Providers to strengthen proactive content moderation, improve detection of inauthentic account activity, and accelerate the handling of comments and content containing elements of online gambling promotion," Alexander emphasized.
Ministry of Communication and Digital Affairs also calls on the public not to access, share, or interact with online gambling promotional content.
Efforts to eradicate online gambling require collaboration from all parties, including the government, digital platform providers, and the public.
"Active public participation in reporting accounts or content suspected of violating regulations is an important step to narrow the perpetrators' space for movement and keep Indonesia's digital space safe and healthy," Alexander concluded. ***
