JAYAPURA - Head of the Papua Regional Planning and Development Agency (Bappeda) Yohanis Walilo requested the preparation of the Papua Development Acceleration Master Plan (RIPPP) 2022 - 2041, should refer to the needs and standards in the province.
Not until then, the former Secretary of Jayawijaya Regency requested that the master plan for the acceleration of Papua's development for the next 20 years, should be based on the territorial approach in Papua. Papua province currently has five indigenous areas that both have different topographic difficulties.
"This means that the handling of each customary territory is different. Hence this territorial approach must be included in RIPPP because Papua has specificities or is different from other regions in Indonesia"
"In Papua there are mountainous, coastal and swampy areas in southern Papua. Of course, the needs in this region vary, that is the emphasis of the Papua Provincial Government in order to be included in RIPPP," explained Walilo in Jayapura, Monday (17/1/2022).
Walilo hopes that the Bappendas, Ministry of Home Affairs and Ministry of Finance, can encourage the preparation of RIPPP in accordance with the basic needs of Papuans. Moreover, RIPPP will be a guideline for the central government and even local governments, to implement it for the next 20 years.
"The point is that we hope that RIPPP is expected to have real and different results from the previous 20 years. So, if we say the acceleration of development there must be progress and change. Because if there is no change, it is the same as the efforts to build the road in place," he said.
While related, national programs including education, health and economic empowerment of the people, he argued that it should be discussed specifically in the preparation of RIPPP.
This means that it is spelled out by the territorial approach according to the character in each region.
"If we use the policy nationally, then we apply it in Papua then it can be a problem. The point is Papua should not be equated with other regions in the territory of Indonesia. So a specific program must be prepared in accordance with the territorial approach to be really on target and directly felt by the community," he concluded. ***
