JAYAPURA - Acting Governor of Papua Muhammad Ridwan Rumasukun ensures that his government is ready to work with relevant institutions, to succeed in the national strategic program through the acceleration of complete systematic land registration (PTSL).
This was conveyed by Ridwan Rumasukun when receiving a visit by the Minister of Agrarian and Spatial Planning/Head of the National Land Agency, Hadi Tjahjanto in Jayapura City, Tuesday (17/10/2023).
The governor said that the handover of the certificate of Management Rights from the Customary Land of the Sawoy Tribe in Jayapura Regency was in line with the spirit of agrarian reform in the context of Papua. The Papuan context requires an understanding of past patterns of land tenure that lack regard for customary law, social and cultural conditions and unique indigenous peoples' relationships.
"What the Minister has done is that the state is present in the context of recognition and protection of indigenous peoples in Papua and as an entrance to accelerate welfare development in Papua,"he said.
Governor Rumasukun also stated that he was ready to encourage the acceleration of the implementation of agrarian reform by considering the context of Papua. In the support of the Papua Provincial Government, in accordance with the direction of Vice President Ma'ruf Amin when he was Papua last October 11, 2023.
"Of course, with the spirit of Special Autonomy, we will also encourage land rights law through land rights certification, customary land registration, according to the results of the inventory of customary law communities and customary land determined by local governments," he said.
In front of Minister Hadi Tjahjanto, Governor Rumasukun said that in Papua there is an expression "The most expensive wood is in Papua, namely Kayu Palang". This means that customary claims on top of land claims in Papua are very big issues and require special attention.
Therefore, based on these problems, the Papua Provincial Government is now starting to coordinate and collaborate with the Regional Office of BPN Papua to carry out cooperation in the land sector including settlement of land disputes and conflicts, customary land registration, community land empowerment, acceleration of complete systematic land registration and development of land Human Resources.
"This cooperation agreement was followed up by the formation of an Integrated Team for Facilitation of Dispute Resolution, Conflicts and Government Land Assets. With the hope that the land problem in Papua can be resolved properly,"he said. ***
