JAYAPURA – The Papua Provincial Government has proposed 13 drafts of regional regulations that will be discussed in 2025. The proposals were officially submitted to the Papua Provincial House of Representatives (DPR Papua) through a formal letter from the Governor.
This was stated in the speech of Acting Governor of Papua, Ramses Limbong, which was delivered by Acting Regional Secretary Yohanes Walilo during the opening of the 2024 Regional Head Accountability Report (LKPJ) Plenary Session at the Papua DPR.
According to the Secretary, both the government and the DPR Papua share the same view on the importance of regional regulations. These regulations are mandated by the Papua Special Autonomy Law and its implementing rules.
“A total of 13 proposed drafts consist of Province Regional Regulations and Special Autonomy Regional Regulations. All drafts will be included in the 2025 Regional Legislative Program,” Walilo explained.
He continued that among the proposed drafts are the Special Regional Regulations on Reserve Funds and the Special Regional Regulations on Youth Affairs, as well as the Special Regional Regulations on Food Reserves and Special Autonomy Regional Regulations on Micro-Institution Share Ownership.
“The Papua Provincial Government is also proposing a Draft Regional Regulation on the Regional Tourism Master Plan, along with Special Regional Regulations on Tourism Development and Cultural Advancement,” he added.
Other proposals include Special Autonomy Regional Regulations on Mineral and Coal Mining, Special Regional Regulations on the Oil and Gas Industry, and Special Regional Regulations on the General Regional Energy Plan for 2023–2050.
There are also Special Regional Regulations on Amendments to Regional Apparatus Regulations and the RPJMD Papua 2025–2030 (Regional Medium-Term Development Plan). Finally, there is Special Autonomy Regional Regulation on Amendments to the Duties and Authorities of the Papuan People's Assembly (MRP).
“All of these draft regulations are considered urgent and strategic to support the acceleration of development in Papua. The Provincial Government hopes that all proposals can be discussed jointly with the DPR Papua,” the Secretary concluded. ***
