JAYAPURA — The Papua Provincial Government is currently evaluating the use of regional government-owned assets, which are considered not to have contributed optimally to the province’s local revenue. This effort includes re-inventory and the reorganization of assets that have not been managed productively.
Head of the Regional Financial and Asset Management Agency of Papua, Alexander Kapisa, revealed that the Acting Governor of Papua, Ramses Limbong, has issued a direct instruction to accelerate the inventory and utilization of assets across all regencies and cities.
“From initial data collection, many government-owned assets are being used by third parties, do not provide any significant contribution to the region, for example Mapia Hotel and a fisheries port in Biak. However, their contribution to local revenue is still very low,” said Kapisa on Monday (May 5, 2025).
He added that the Regional Financial and Asset Management Agency of Papua, together with the National Land Agency (BPN) is currently working to formalize the legal documentation of these assets, including land and building certificates, to ensure all assets are properly recorded and legally protected. This process also aims to prevent potential disputes or illegal occupation of government property.
“Once everything is legal and recorded, then we can talk about optimization. You can’t build partnerships or business contracts if the asset status is still unclear,” he explained.
Alex emphasized that regional assets should be one of Papua’s potential income sources. However, in practice, poor management has turned them into financial burdens. Therefore, BPKAD plans to propose an asset utilization scheme based on partnerships, either with private entities or regionally owned enterprises.
According to him, the main challenge ahead is not only securing assets legally but also transforming them into economic resources that support regional development programs. ***
