JAYAPURA — The Papua Provincial Government has announced that all requirements for the disbursement of the first phase of the 2025 Special Autonomy funds have been completed. The regional government is currently awaiting approval from the central government while strengthening coordination with the Ministry of Finance.
Acting Head of the Regional Financial and Asset Management Agency (BPKAD) of Papua Province, Alexander Kapisa, stated that the Special Autonomy funds can be disbursed once all required administrative documents are in place. According to him, Papua Province has completed all necessary documentation.
“We are coordinating with the Ministry of Finance. All requirements for the first phase of disbursement have been met. This is the stage we are currently reporting to the central government,” said Kapisa.
He noted that the disbursement of Special Autonomy funds now strictly follows the administrative requirements stipulated under Minister of Finance Regulation Number 33 of 2024. The regulation sets a more standardized and rigorous mechanism for fund disbursement.
“We hope that the first phase of Special Autonomy disbursement will be realized this week. There are no technical issues—just administrative matters,” he added.
Special Autonomy funds are distributed in three stages each year— April, June, and October. However, not all regions receive the funds simultaneously.
“The disbursement schedule depends on each province and regency, or city. If the documents are complete, the central government will disburse the funds,” Kapisa explained.
He further noted that although the first phase of the Special Autonomy funds has not yet been disbursed, this has not hindered the routine activities of regional government agencies. Ongoing programs are still supported by other sources of funding.
“Special Autonomy funds are indeed important, but we still have other financial resources that can be used for routine activities,” he said.
This year, Papua has been allocated more than IDR 918 billion in Special Autonomy funds. However, the central government has imposed an efficiency measure of about IDR 19 billion. Thus, the total Special Autonomy funds that Papua will receive this year amount to approximately IDR 899 billion.
“Special Autonomy fund efficiency has been determined, so the amount has changed from IDR 918 billion to about IDR 899 billion,” Kapisa concluded. ***
