JAYAPURA – The Papua Provincial House of Representatives held a plenary session to discuss the Draft Provincial Regulation on the Accountability of the Implementation of the 2024 Regional Budget, which took place in the main session hall of the Papua Provincial House of Representatives on July 12.
The meeting was chaired directly by the Speaker of the Papua Provincial House of Representatives and attended by council leaders and members, representatives from the Regional Leadership Communication Forum, and officials from the Papua Provincial Government. On this occasion, Acting Governor of Papua, Agus Fatoni, was represented by the Acting Regional Secretary of Papua Province, Suzana D. Wanggai.
In his opening remarks, the Speaker of Papua Provincial House of Representatives, Denny Henrry Bonai expressed appreciation for the achievement of an Unqualified Opinion from the Audit Board of Indonesia regarding the 2024 Fiscal Year Regional Government Financial Report of Papua Province.
However, the Speaker emphasized the importance for all council members to thoroughly review the substance of the Draft Regional Regulation of the Province to strengthen future regional financial management.
“The Unqualified Opinion is a shared achievement that deserves appreciation. However, every component of the accountability report must be evaluated as a basis for improving and strengthening future budget governance,” said the Speaker of Papua Provincial House of Representatives.
While delivering the Acting Governor’s speech on the general explanation of the Draft Regional Regulation of the Province i on Accountability of the 2024 Fiscal Year Budget Implementation, Acting Secretary Suzana D. Wanggai conveyed several key points, including:
1. The 2024 government administration has been running well and under the principles of efficient and accountable governance.
2. The submitted Draft Regional Regulation of the Province represents the 2024 Regional Government Financial Report, which has been audited by the Audit Board of Indonesia and supports all necessary accompanying reports.
3. Revenue realization exceeded the targeted amount, with the majority coming from Central Government Transfers.
4. Regional expenditure realization showed better performance compared to the previous year, with operational spending dominating budget usage. This performance reflects success in optimizing regional expenditures.
5. The Papua Provincial Government expects support and careful review from DPR Papua of the substance of the Draft Regional Regulation of the Province and expresses appreciation for the strategic partnership that has been established with the Papua Provincial House of Representatives.
“The achievement of the Unqualified Opinion is the result of the collective efforts of all elements of the government. We hope Papua Provincial House of Representatives continues to provide constructive input to strengthen the Regional Budget, management in the years ahead,” stated the Acting Secretary.
This Plenary Meeting is an important part of the monitoring and accountability mechanism for the implementation of the Regional Budget. Through the discussion of the Draft Regional Regulation of the Province, it is hoped that synergy between the local government and the Papua Provincial House of Representatives will be maintained in building clean, transparent, and people-oriented regional financial governance in Papua Province. ***
