JAYAPURA – The Government of Papua Province has officially introduced the Online Fund Disbursement Order (SP2D Online) application as part of the region's digital transformation in financial management. The launch was officiated by the Acting Governor of Papua, Agus Fatoni, at Swissbell Hotel, Jayapura, Papua, on Thursday (July 17, 2025).
Fatoni stated that the launch of the SP2D Online system demonstrates a tangible commitment to establishing efficient and transparent financial governance.
“Today’s event is a historic milestone, a significant momentum, and a reflection of our shared dedication to achieving financial governance that is more effective, efficient, transparent, and accountable,” said Fatoni.
This launch is a follow-up to the Memorandum of Understanding between the Secretary General of the Ministry of Home Affairs and ASBANDA, as well as the Cooperation Agreement between the Directorate General of Regional Finance of the Ministry of Home Affairs and all Managing Directors of Regional Development Banks across Indonesia.
Papua Province is among the first regions in Indonesia to implement the SP2D Online system successfully. This achievement results from hard work and collaboration across all sectors within the Papua Provincial Government, with technical support from Bank Papua.
Through SP2D Online, it is hoped that the system will promote governance practices that are free from corruption. The benefits of implementing SP2D Online include:
• Accelerating the digital and real-time disbursement of funds.
• Reducing administrative errors and payment delays.
• Enhancing transparency and accountability at every stage of financial management.
• Supporting data-driven decision-making and strengthening financial monitoring and evaluation systems.
Importantly, the system is accessible to central ministries and agencies such as the Ministry of Home Affairs and the Ministry of Finance, as part of promoting public information transparency and vertical accountability.
“I hope the regencies and cities in Papua Province will also adopt this system quickly,” Fatoni said.
“I urge Bank Papua to continue promoting this initiative, and I hope all provinces and districts/cities in Papua will follow suit. We can serve as an example and do our best to be a model of governance for other regions,” he continued.
The event was attended by the Secretary General of the Ministry of Home Affairs, officials from the Papua Provincial Government, Heads of Regional Apparatus Organizations in Papua, the Head of the Audit Board of the Republic of Indonesia Representative in Papua, the Head of Finance and Development Supervisory Agency Representative, and the Head of Bank Indonesia Representative. ***
