JAYAPURA – The Acting Governor of Papua, Agus Fatoni, again chaired a meeting with all Heads of Regional Apparatus Organizations within the Papua Provincial Government. The meeting took place at the Governor's Office in Jayapura on Friday (July 18, 2025).
This was the third strategic coordination meeting chaired by Fatoni since he assumed office. This session specifically focused on two main topics: maximizing budget realization and organizational restructuring. The meeting was attended by the Regional Secretary, Expert Staff, Inspector, Heads of Agencies, Heads of Departments, Bureau Chiefs, and Directors within the Papua Provincial Government.
In his remarks, Fatoni emphasized the importance of speeding up budget realization across all Regional Apparatus Organizations to support regional priority programs. He also instructed each work unit to evaluate inefficient budget use.
“I request that budget realization be maximized. Inefficient budgets should be reduced or reallocated, while budgets that cannot be implemented should not be transferred. This is in line with the President’s directive and the circular from the Minister of Home Affairs regarding budget efficiency,” said Fatoni.
Fatoni stated that the budget will focus on urgent programs, basic services, and priority activities that have a direct impact on the community.
Besides discussing the budget, the meeting also covered strategic plans for organizational restructuring within the Papua Provincial Government. Fatoni highlighted the still high number of acting officials in key positions that have not yet been permanently appointed, which could impair bureaucratic performance.
“I encourage that acting positions be formalized as soon as possible, especially in units affected by structural changes. This is important to optimize organizational performance,” he said.
Fatoni explained that officials affected by structural changes and currently without a position (non-job) can be reappointed to roles matching their competencies. Proper organizational structuring is expected to enhance public service quality and improve governance efficiency in Papua.
These steps, Fatoni added, are part of a consistent and comprehensive bureaucratic reform effort by the Papua Provincial Government to achieve effective, efficient, and accountable governance. ***
