JAYAPURA – The Papua Provincial Government, through Jayapura Regional General Hospital (RSUD Jayapura), has set a 2025 Local Public Service Agency (BLUD) revenue target of IDR 78 billion, with a projected monthly income of Rp6.5 billion.
Acting Director of RSUD Jayapura, Dr. Aaron Rumainum, said that as of July 2025, the hospital has generated IDR 46 billion toward the target.
“The revenue from BLUD is allocated for hospital needs—40 percent for service fees and around 15 percent for contract salaries,” Dr. Aaron explained.
He added that the remainder is used for purchasing medicines, medical supplies, oxygen, cleaning services, equipment repairs, building maintenance, and other operational needs. “About 20 percent of BLUD income is also used to pay off debt,” he noted.
According to him, BLUD revenue is sourced from the National Health Insurance, rental fees from hospital business units, parking fees, and research fees. “It also includes service fees and mandatory payments from medical students doing internships at RSUD Jayapura,” he said.
Meanwhile, the hospital’s budget from Papua Province’s Regional Revenue and Expenditure Budget amounts to IDR 27 billion.
“As for the issue of medicines, we will not give up—we will request assistance from the Ministry of Health,” he concluded. ***
