JAYAPURA – Commission IV of the Papua House of Representatives conducted a working visit to the Papua Provincial Communications and Informatics Office on Tuesday, November 11, 2025. The visit aimed to review the implementation of the 2024–2025 work program and to evaluate activities in the fields of communication and information technology.
Chairman of Commission IV, Joni Y. Betaubun, expressed appreciation for the performance of the Communications and Informatics Office staff throughout the 2025 fiscal year, noting that the programs had been carried out effectively.
“We appreciate the Communications and Informatics office because its programs and activities have been implemented efficiently. The launch of Starlink during the Pesta Rakyat event was an excellent initiative and has greatly benefited the community,” said Joni.
He added that Commission IV had reviewed several budget ceilings across various regional apparatus organizations and would continue overseeing priority programs, including those under the Communications and Informatics office, to ensure continuity. “We will meet with the Regional Secretary and monitor discussions at the Budget Committee so that partner programs can continue and bring benefits to the people of Papua,” he said.
Commission IV member Frangklin E. Wahey also expressed appreciation for the performance of the Communications and Informatics office and hoped coordination between the Papua House of Representatives and the Communications and Informatics Office would continue to improve. “We hope the ongoing internet programs will be maintained and upgraded. In several areas of West Sentani, the installed access points are functioning well. The Communications and Informatics Office has performed admirably—please continue this good work,” he said.
Meanwhile, Albert Merauje highlighted the office’s optimal budget absorption. “The absorption rate is close to 100 percent. The infrastructure that has been built must continue to be maintained, and with the limited budget available, we hope the focus remains on maximizing existing outcomes,” he stated.
Commission IV member H. Wagus Hidayat also conveyed appreciation while noting several field constraints. “Some locations still require support for internet installation. We want communities to fully benefit from government-provided internet services, as many residents have requested them. We also request updates on Videotron development and media partnerships to ensure they produce effective outcomes,” he said.
Responding to the questions, Head of the ICT Division, Thomas Sibi, explained that the installation of internet infrastructure for the districts would be re-evaluated and coordinated with the Jayapura Regency Communications and Informatics Office to align with existing plans.
Acting Head of the Papua Provincial Communications and Informatics Office, David Tirajoh, who also serves as Head of the Informatics Applications (Aptika) Division, expressed gratitude for the visit. “We thank the Chairman and all members of Commission IV for attending and providing attention and input on our work programs.”
David reported that the current budget realization of the Papua Provincial Communications and Informatics has reached 78.03%. “We hope to complete the remaining activities in the coming months with optimal results,” he added. He further noted that internet infrastructure, multimedia facilities, and media partnerships are expected to function effectively and sustainably.
David also expressed hope that the Commission IV visit would further strengthen synergy between the legislative and executive branches by expanding communication and information services across Papua, particularly in remote areas that still require internet access.
