JAYAPURA — The Papua Provincial Government is opening opportunities for investment cooperation to develop the fisheries and agriculture sectors in the region. The plan emerged during a meeting between Papua Governor Matius D. Fakhiri and Philemon Arobaya, former Ambassador of the Republic of Indonesia to Chile for the 2014–2019 period, in Jayapura City.
During the meeting, Philemon conveyed a plan to bring in foreign investors to develop Papua's natural resource potential, particularly in the fisheries and agriculture sectors.
"I discussed with the Governor to seek direction regarding investment opportunities that can be developed in Papua, especially in fisheries and agriculture," Philemon said on Tuesday (March 10, 2026).
According to him, over the past two to three years he has been in communication with several foreign investors to build various economic support facilities in Papua. The investment plan includes the development of plantations, agricultural processing factories, and the construction of fishing ports.
He said both sectors have strong potential for development because they can have a direct impact on people's welfare, especially for fishermen and farmers.
Philemon also revealed that the investors currently being approached are from China and are part of a consortium of companies operating in various business sectors.
"The investors we are currently building communication with are from China and will be focused on developing the fisheries and agriculture sectors," he said.
In the discussion, the development of the fisheries sector is planned to be centered first in Papua Province, especially in Jayapura City. However, opportunities for development in other areas such as Yapen Island are also open for consideration.
Meanwhile, for the agriculture sector, the Jayapura area is considered to have sufficiently large land availability, making it a potential location for large-scale agricultural development.
Philemon said the realization of the investment still depends on the negotiation process with the investors. He stressed that he would continue coordinating with the regional government to ensure the investment plan proceeds in line with Papua's development needs.
The Papua Provincial Government welcomed various initiatives that can encourage the development of productive sectors and create new economic opportunities for people in the region. ***
