JAYAPURA — Home Affairs Minister Tito Karnavian praised the rehabilitation program for uninhabitable houses (RTLH) in Papua. The program was initiated by the Ministry of Housing and Settlement Areas.
The minister said that housing problems in Papua remain significant. This is because many people still do not own homes or are living in houses that are not fit for habitation.
"The Minister of PKP has an extraordinary program, including subsidized housing, home rehabilitation, and others. In fact, for the home rehabilitation program alone, 21,000 houses have been allocated [in the Papua region]," the Home Affairs Minister said after attending the Preparation Meeting for the Construction and Rehabilitation of Livable Houses in 6 Provinces in the Papua Region, held at the Ministry of Home Affairs headquarters on Wednesday (April 15, 2026).
He said that previously there had never been such a massive housing program. In addition, the Ministry of PKP also has a special program for border areas, including in Papua.
According to Tito, carrying out such a large-scale program would be difficult if it relied solely on regional budgets, considering that Papua consists of six provinces and 42 regencies/cities.
"If we calculate it simply, 21,000 divided by 42 regencies/cities is nearly 500. How much budget would each regency/city government there have to spend from its APBD?" he said.
Meanwhile, Minister of Housing and Settlement Areas Maruarar Sirait explained that, in addition to the home rehabilitation program, his ministry is also preparing housing programs for the people of Papua. These include Housing People's Business Credit and subsidized housing.
"In addition, there are also three slum area improvement projects, namely in Papua Induk in Jayapura, then in South Papua, and also in Sorong, so the program is massive," Maruarar said. ***
