JAYAPURA — Papua Governor Matius D. Fakhiri officially inaugurated the Head of Regional Office IX of the State Civil Service Agency (BKN) Jayapura in a ceremony held in Jayapura City on Monday (April 20, 2026).
The inauguration marks a strategic moment in strengthening synergy between the central and regional governments, particularly in the management of the State Civil Apparatus.
The Governor stressed that the inauguration was not merely ceremonial, but a concrete step to improve the quality of personnel governance in Papua.
"The inauguration of the Head of Regional Office IX of the State Civil Service Agency, Jayapura, today has a very strategic meaning. This momentum is not merely ceremonial, but is an important part of strengthening synergy between the central government and regional governments in the management of the State Civil Apparatus," Fakhiri said.
He added that the presence of the Regional Office of the State Civil Service Agency is very important as a key partner of regional governments in building a personnel system that is professional, transparent, and accountable.
"This inauguration is an important step to strengthen coordination, improve the quality of personnel services, and address the various challenges faced in managing the State Civil Apparatus in Papua Province," he said.
The Governor also emphasized the importance of adaptive and results-oriented bureaucratic reform, in line with the implementation of Law No. 20 of 2023 on the State Civil Apparatus.
"Current development dynamics demand a bureaucracy that is increasingly adaptive, innovative, and results-oriented. Therefore, the implementation of the merit system and talent management must be carried out consistently," he said.
Furthermore, he expressed hope that the new Head of Regional Office IX of the State Civil Service Agency, Jayapura, would bring innovation and solutions to various personnel-related issues in the region.
"I hope the new Head of Regional Office IX of the State Civil Service Agency Jayapura, will carry out this mandate responsibly, strengthen coordination with all regional governments, and bring innovation to the personnel service system," he said.
On that occasion, the Governor also linked the strengthening of the State Civil Apparatus to Papua's development vision, namely 'Papua Cerah' (Smart, Prosperous, and Harmonious Papua).
"A smart Papua requires competent and adaptive civil servants. A prosperous Papua needs officials who work effectively. And a harmonious Papua requires ASN who uphold ethics and integrity," he said.
The Governor invited all stakeholders to strengthen collaboration with the State Civil Service Agency to realize better governance.
"With solid cooperation and strong commitment, I am confident that we can accelerate development in Papua Province," he concluded. ***
