JAYAPURA — The Papua Provincial Government has signed a memorandum of understanding (MoU) with the Papua Provincial Regional Office of theNational Land Agency (BPN) on cooperation in the land sector, as a strategic step to accelerate the administration of regional assets and the certification of community land.
Head of the Regional Office of Papua Provincial National Land Agency, Roy Eduard Fabian Wayoi, said the cooperation is aimed at supporting both central and regional government programs, particularly in the certification of government-owned assets spread across regencies and cities in Papua.
"We have just signed a memorandum of understanding between the Papua Provincial Government and the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency. The essence of this cooperation is to support government programs through certification and the issuance of land rights over government assets, especially those belonging to the Papua Provincial Government that are spread across various regencies and cities," Wayoi said in Jayapura City on Tuesday (April 21, 2026).
Through the cooperation agreement, his office is targeting the optimization of the settlement of regional government-owned assets so that they have legal certainty.
"We hope that through this cooperation agreement, the resolution of regional government assets can be carried out more optimally and in an orderly administrative manner," he said.
In addition, this cooperation also aims to accelerate the certification of community-owned land, especially in supporting the public housing program initiated by the regional government.
"We are also working to accelerate the certification of community-owned land, especially to support the public housing program. Land that will receive housing assistance must have a clear legal status," he said.
He added that the Complete Systematic Land Registration Program will be one of the main instruments in this collaboration.
"We are ready to support all housing assistance programs, both in inland and coastal areas, through the issuance of land certificates under the Complete Systematic Land Registration program," he said.
Not only that, but this cooperation also includes resolving land-related issues, including land conflicts and disputes within the community, as well as recognition of customary land.
"We will also resolve various land issues, including disputes, and organize customary land so that it remains protected, can be properly administered, and is given legal certainty," he said.
On the institutional side, the Papua Provincial Government and National Land Agency will also cooperate in the development of human resources in the land sector, including the possibility of transferring regional government employees to strengthen land services in Papua. ***
