Pemprov Papua Maksimalkan Penerimaan PAD Dari Retrebusi di 2025

JAYAPURA - Pemerintah Provinsi Papua melalui Badan Pengelola Pendapatan Daerah (Bapenda) setempat berupaya akan memaksimalkan penerimaan Pendapatan Asli Daerah (PAD) dari retribusi di 2025 mendatang.

Retrebusi tersebut lebih khusus yang dihasilkan dari Organisasi Perangkat Daerah (OPD) Papua. 

"Ada 26 OPD yang penghasil retribusi di Pemprov Papua. Kalau kita maksimalkan, kita akan mendapat retribusi di atas Rp130 miliar dari 26 SKPD itu," ujar Kepala Bapenda Papua Hans Hamadi di Jayapura, Rabu (30/10/2024).

Hanya saja, lanjut Hans, diperlukan kerjasama dari OPD untuk mencapai hasil yang maksimal. Karena itu, ia berharap semua OPD penghasil PAD ikut bekerja keras.

"Strategi yang harus kita lakukan adalah bekerjasama dengan badan keuangan daerah. Artinya kalau OPD ini tidak capai target restribusi, mungkin tidak harus tambah dana ke OPD tersebut, tapi ini baru usulan," katanya. 

Sebelumnya target realisasi Pendapatan Asli Daerah Papua di 2025 menurun dari Rp659 miliar menjadi Rp247 miliar. 

Penurunan ini menyusul perubahan bagi hasil Pajak Kendaraan Bermotor (PKB) sebesar 30 persen menjadi opsen kabupaten/kota 66 persen. 

Pengenaan opsen 66 persen oleh kabupaten/kota atas pokok PKB, juga merupakan konsekuensi atas Undang-Undang Nomor 1 Tahun 2022 tentang Hubungan Keuangan antara Pemerintah pusat dan Pemerintah Daerah. Dimana pelaksanaan ketentuan UU ini akan berjalan mulai Januari 2025. 

Sementara menyoal PAD di 2024, Hans mengaku optimis di sisa dua bulan kedepan bisa mencapai target realisasi PAD pada tahun ini. 

"Itu sebabnya, hari ini kita bersama dengan 8 Samsat mendiskusikan hal-hal yang menjadi kendala.”

“Dimana realisasi penerimaan PAD Papua tahun ini sudah mencapai sekitar 80 persen,” tandasnya. ***

JAYAPURA - The Papua Provincial Government through the local Regional Revenue Management Agency (Bappenda) strives to maximize the receipt of Regional Original Revenue (PAD) from the retribution in 2025.

The retribution is more specifically produced by the Papua Regional Apparatus Organization (OPD).

"26 Regional Apparatus Organizations earn retribution in the Papua Provincial Government. If we maximize it, we will get more than IDR 130 billion from the 26 Regional Apparatus Organizations," said Head of the Papua Bapenda Hans Hamadi in Jayapura, Wednesday (30/10/2024).

However, Hans continued, that cooperation from Regional Apparatus Organizations is needed to achieve maximum results. Therefore, he hopes that all Regional Apparatus Organizations will work hard to produce Regional Original Revenue.

"We must collaborate with regional financial agencies as the strategy. It means that if the Regional Apparatus Organization does not achieve the retribution target, there will be no additional funds, but this is only a proposal," he said.

Previously, the target for the realization of Papua Regional Original Revenue in 2025 decreased from IDR 659 billion to IDR 247 billion.

This decrease follows a change in the results of the Motor Vehicle Tax (PKB) by 30 percent to a district/city option of 66 percent.

The imposition of a 66 percent option by districts/cities on the main Motor Vehicle Tax is also a consequence of Law Number 1 of 2022 concerning Financial Relations between the Central Government and Regional Governments. The implementation of the provisions of this law will run from January 2025.

For Regional Original Revenue in 2024, Hans admitted that he was optimistic that in the next two months, he could achieve the realization target.

"That's why, today we are together with 8 Samsat discussing obstacles."

"The realization of Papua Regional Original Revenue this year has reached around 80 percent," he said. ***
