JAYAPURA – The Papua Provincial Government has reaffirmed its commitment to strengthening the effectiveness of government organizations by filling several vacant structural and functional positions. A total of 130 officials were inaugurated to fill positions that had remained vacant since last year.
The inauguration ceremony, led directly by the Acting Governor of Papua, Ramses Limbong, was held at the Papua Governor’s Office in Jayapura on Thursday, June 26, 2025. The officials sworn in include three senior expert functional officials and 127 echelon III and IV structural officials.
“The inauguration process began early last year. The proposals were submitted by department heads, reviewed by the Regional Secretary, and then forwarded to the National Civil Service Agency (BKN),” said Ramses.
He explained that after receiving technical recommendations from BKN, the proposals were submitted to the Ministry of Home Affairs for approval. The permit for the inauguration was only issued in the past few days.
According to Ramses, the prolonged vacancy of positions had caused various obstacles in both public service and civil servant career development. One issue was the inability to process rank promotions because the positions were not officially defined.
“With today’s inauguration, they now have a definite position status and effective start dates. This is crucial for ASN career progression as well as improving organizational performance,” he explained.
Ramses emphasized that the appointments were carried out based on a merit system. He stated that job placements were not influenced by personal connections or monetary transactions, but rather by qualification and capability.
