JAYAPURA – The Papua Provincial Government held a 2025 Civil Servant Promotion Working Meeting as part of efforts to strengthen a professional, accountable, and responsive civil service management system. Representing Acting Governor Agus Fatoni, Matias B. Mano, the Governor’s Expert Staff for Human Resources, officially opened the meeting and delivered key strategic directives.(July 29)
In his remarks, Matias Mano emphasized the importance of conducting the promotion process under applicable regulations. He emphasized that staffing regulations are dynamic and must be well understood, particularly by HR managers.
“This meeting is expected to serve not only as a discussion forum but also to generate concrete solutions for improving the civil servant promotion process,” he said.
He also noted that a clean, high-performing bureaucracy forms the foundation for quality public service and sustainable regional development.
Ahead of the Papua Governor and Deputy Governor Revote on August 6, 2025, all civil servants were also urged to uphold neutrality as a demonstration of their commitment to bureaucratic integrity.
At the same event, Acting Head of the Papua Provincial Regional Civil Service Agency, Jeheskiel E. Tetjuari, explained that the meeting also aimed to harmonize perspectives among HR managers across Regional Work Units regarding the promotion process.
“In addition, this meeting supports the accelerated implementation of two staffing platforms—SIASN and Imut Application of the National Civil Service Agency. Moving forward, administrative processes will be carried out directly by each Regional Work Unit, while the Regional Civil Service Agency will oversee validation using these systems,” he stated.
The one-day meeting was attended by HR managers from across Papua Regional Work Units and featured internal speakers from the Regional Civil Service Agency and Regional Office IX of the National Civil Service Agency (BKN), Jayapura. ***
