JAYAPURA – The Papua Provincial Government, through the Regional Development, Research, and Innovation Planning Agency (Bapperida Papua), conducted the Stage II Desk Monitoring as a follow-up to the Stage I Desk Monitoring.

The monitoring aims to track the physical and financial realization of regional agencies up to the third quarter of 2025, identify obstacles in implementing priority programs and activities, and formulate strategic steps to accelerate development realization.

The monitoring revealed that as of August 2025, financial realization reached 48.19 percent, while physical realization stood at 47.41 percent.

Acting Head of Bapperida Papua, Jimmy Alberto Thesia, stated that there are 10 regional agencies with the best financial realization performance. They are National Unity and Political Agency – 87.83%, Regional Financial and Asset Management Agency – 74.15%, Communication and Informatics Office – 73.2%, Health Office – 70.14%, Youth and Sports Office – 65.78%, Environment and Forestry Office – 62.58%, Community and Customary Village Empowerment Office – 59.34%, Regional Secretariat – 58.97%, Regional Revenue Agency – 56.16%, Public Order Agency – 55.64%.

Meanwhile, the 10 OPDs with the best physical realization are National Unity and Political Agency – 93.85%, Communication and Informatics Office – 90.33%, and General and Leadership Administration Bureau – 85.92%. Community and Customary Village Empowerment Office – 74.61%, Plantation and Livestock Office – 72.89%, Jayapura Regional Hospital – 72.7%, Youth and Sports Office – 72.43%, Abepura Mental Hospital – 71.37%, Public Order Agency – 70.15%, Education Office – 69.95%

He also noted several non-technical issues causing delays in the procurement process, primarily due to leadership transitions among budget users.

Regional Development, Research, and Innovation Planning Agency of Papua recommended that agencies managing Special Autonomy funds should accelerate the implementation process, ensure proper monitoring of physical activities, and expedite data entry.

“The heads of regional agencies must actively monitor and evaluate the implementation of programs, activities, and sub-activities within their respective offices,” he concluded. ***
