JAYAPURA – The Papua Provincial Government, through the Agency for Human Resource Development of Civil Servants (BPSDA), held the closing ceremony for the Supervisory Leadership Training and Administrator Leadership Training Batch I of Papua Province at the BPSDA Papua office on Wednesday (October 15).
The event was officially closed by Assistant I of the Papua Regional Secretariat, Yohanes Walilo, who stated that, in the context of civil service reform, there are three main pillars for realizing reform: institutional structuring, system and procedure reform, and improving the quality of human resources.
According to him, these three factors are interrelated. However, upon deeper reflection, institutional and procedural reforms must begin with enhancing the quality of human resources who fully understand the direction, strategies, policies, and implementation of reform efforts.
“The current systems and procedures require civil servants who are capable of properly and effectively embodying the concept of bureaucratic reform. High-quality human resources are those who can work professionally, and professionalism is impossible without competence,” Walilo emphasized.
After three months of training, Walilo expressed hope that the knowledge and skills gained can be implemented through concrete change initiatives, leading to new work patterns within each participant’s respective unit — as tangible proof of a transformed mindset and leadership in driving change.
“It is expected that these efforts will significantly contribute to strengthening the capacity of clean, efficient, and effective local and provincial government bureaucracies, to realize a resilient society that strives toward independence and prosperity,” he concluded. ***
