JAYAPURA – The Governor of Papua, Matius Fakhiri, has called for stronger inter-regional government collaboration to accelerate equitable development throughout the province. He conveyed this message while opening the Regional Working Meeting of the Governor and Deputy Governor of Papua with all regents and mayors across the province in Jayapura on Thursday (October 30, 2025).
Fakhiri noted that although Papua’s real expenditure per capita has increased to IDR 11.037 million per year, marking a 2.69% rise, disparities between regions remain a major challenge. Jayapura City has reached the “Very High” category in the Human Development Index (HDI), while Mamberamo Raya Regency is still classified as “Low.”
“This disparity reflects the real challenges we face. It demands hard work, innovation, and a strong commitment to ensuring that the results of development are felt evenly across all corners of Papua,” Fakhiri said in his speech.
He explained that Papua’s development direction is anchored in the grand vision of “Transforming Toward a New, Progressive, and Harmonious Papua.” To realize this vision, the provincial government has established five key missions, ranging from strengthening accountable governance to accelerating the development of disadvantaged, frontier, and outermost regions (3T).
Fakhiri also emphasized the importance of improving the quality of healthy and productive human resources as a key to sustainable development.
He expressed appreciation to regional leaders who have successfully reduced stunting rates, alleviated extreme poverty, and maintained inflation stability in their respective areas.
Additionally, he recognized the support of the Regional Leadership Coordination Forum and various vertical agencies that have contributed to strategic programs such as free health check-ups, community schools, free nutritious meals, Merah Putih Cooperatives, and the Three Million Homes Program.
Fakhiri urged that every regional program be implemented through cross-sectoral coordination so that its outcomes truly benefit the public. He specifically instructed local leaders to strengthen the role of the Family Welfare Movement and Integrated Community Health Posts at the village level in addressing stunting, as they serve as the frontline of basic social services.
“This positive momentum must be maintained through genuine synergy among local governments, vertical institutions, and the community,” he said. Fakhiri stressed that Papua’s development success depends heavily on clean, transparent, and accountable governance.
On this occasion, the Governor also instructed the Regional Development Planning Agency of Papua to follow up on all inputs from regents and mayors. These regional proposals will be consolidated into a joint agreement that will serve as a guideline for drafting an integrated and sustainable Papua Provincial Development Plan.
Fakhiri concluded his address by calling for a stronger collective commitment to build a progressive, peaceful, and integrity-driven Papua.
“We must ensure that every policy favors the people and delivers tangible improvements to the welfare of Papuans,” he affirmed. ***
