JAYAPURA — Papua Deputy Governor Aryoko Rumaropen emphasized the importance of drafting the 2025–2029 Strategic Plans for regional agencies in alignment with Papua's five-year development vision. The Strategic Plans are expected to serve as a concrete and measurable working guide to support the direction of the transformation of a Smart, Prosperous, and Harmonious Papua, orPapua Cerah.
The Deputy Governor stated that the Strategic Plans must not become merely a formal document, but rather an operational guide for regional apparatus organizations in carrying out priority programs. According to him, the Papua Cerah vision places the quality of human resources as the foundation of development.
Aryoko stressed four main priorities in preparing the strategic plans of regional apparatus organizations. The first is ensuring that the strategic plans are aligned with the Papua Provincial Regional Medium-Term Development Plan, national policies, and district and municipal development programs to prevent overlapping programs and budget waste.
The second priority is the precision of performance targets. Program targets and indicators must be clear, measurable, and directed at the right objectives, including clarity regarding the location of implementation.
The third priority concerns attention to the region's strategic issues, including poverty reduction, lowering unemployment, improving the Human Development Index, and strengthening basic infrastructure and public services.
The fourth priority is strengthening stakeholder participation in the planning process. The strategic plans must reflect the real needs of the community so that regional apparatus organizations' programs truly have an impact on public welfare.
"Every rupiah of the budget must create a real impact and a multiplier effect for the welfare of the people," Aryoko said.
The Deputy Governor expressed hope that the 2025–2029 strategic plans of regional apparatus organizations would become adaptive, aligned, and results-oriented working guidelines. He emphasized that with synergy and shared commitment, Papua's transformation agenda can be realized in a sustainable manner. ***
