JAYAPURA — The Papua Provincial Government is consolidating steps to improve democratic governance following the decline of Papua's Indonesian Democracy Index (IDI) from 67.64 points in 2023 to 56.55 points in 2024. The drop placed Papua in the low category nationally and has become an evaluation point across regional government agencies.
Head of Domestic Politics at Papua's National and Political Unity Agency, Raehanna Lampong, said that the IDI achievement has now become one of the governor's Key Performance Indicators, meaning it requires serious and measurable handling.
"With this decline, it has become a concern because it affects the assessment of the quality of democracy in the region," she said during the 2025 Papua IDI Focus Group Discussion at the Governor's Office on Wednesday (12/2/2026).
According to Raehanna, the decline in the IDI reflects that there is still unfinished work in the areas of civil liberties, political rights, and the capacity of democratic institutions. Some indicators under scrutiny include the performance of democratic institutions, the quality of regional regulations, and the implementation of political education by political parties.
"Political education must be realized through concrete activities such as election outreach and training for prospective candidates, not merely coordination meetings," she said.
She also noted that grant budget support for political parties affects the effectiveness of political education. In addition, indicators related to equality and the quality of public services were considered in need of strengthening through coordination with relevant regional agencies.
Raehanna added that the IDI score also affects perceptions of regional stability. "If the IDI score is high, it means democracy in this province is seen as good, so investors will not hesitate to invest," she said.
The results of the FGD will be reported to the Regional Secretary as Chair of the IDI Working Group to determine strategic improvement measures. The Papua Provincial Government emphasized that improving the IDI is not merely about pursuing a higher score, but about strengthening the overall quality of governance. ***
