JAYAPURA — The Papua Provincial Government has begun restructuring the management of the state civil apparatus, emphasizing competence and professionalism as the foundation of bureaucratic governance. This step was affirmed by Papua Governor Matius Fakhiri after inaugurating structural and functional officials at the Papua Governor's Office in Jayapura on Wednesday (February 18, 2026).
The Governor said the initial reform would focus on the Regional Civil Service Agency, a strategic institution in managing the careers of civil servants. According to him, all processes of job placement and reassignment must be based on achievement and competence, not merely short-term needs.
"I want the Regional Civil Service Agency to truly pay attention to the careers and achievements of all echelon officials, so that job rotations must be based on competence and professionalism," the Governor said.
He stressed that job transfers must not disrupt the course of government administration. The organizational structure must continue to function effectively so that public services and the implementation of development programs are not hindered.
In addition to restructuring the personnel system, the Governor is also preparing a performance evaluation mechanism for the newly inaugurated officials. Acting officials and temporary officials will be evaluated over the next six months.
"I need six months to see how they interpret the governor's intentions, which are an elaboration of the president's vision and mission as well as my own vision and mission," he said.
The evaluation is part of efforts to accelerate development in 2026. The Governor asked all officials to work based on regional planning documents and to ensure that the programs being implemented are aligned with central government policies.
As part of this bureaucratic reform, the Papua Provincial Government is also considering the regeneration process of civil servants who are approaching retirement age. The Governor emphasized that reassignment to functional positions is not the end of a career, but rather part of organizational needs and an effort to strengthen the professionalism of civil servants.
Through this measure, the Papua Provincial Government is targeting a bureaucracy that is more orderly, adaptive, and capable of sustainably supporting the regional development agenda. ***
