JAYAPURA — The Papua Provincial Government has issued Governor of Papua Circular Letter No. 800/2934/SET concerning the adjustment of official duties for Civil Servants (ASN) within the Papua Provincial Government during the national holidays and collective leave for Nyepi (Saka New Year 1948) and Eid al-Fitr 1447 Hijriah. Head of the Papua Provincial Communication and Informatics Office, Jeri Agus Yudianto, said that the issuance of the circular letter is a follow-up to Minister of Administrative and Bureaucratic Reform Circular Letter No. 2 of 2026, as an anticipatory measure for the increased public mobility during the national holiday and collective leave period.
According to him, the policy is intended to regulate flexibility in the implementation of official duties for ASN within the Papua Provincial Government, without reducing the quality of public services.
"This Governor of Papua Circular Letter provides flexibility in the implementation of official duties for ASN during the national holidays and collective leave period, so that government administration and public services can continue to run optimally," Jeri said.
Under the arrangement, adjustments to official duties will be implemented on:
Two days before the national holiday and collective leave for Nyepi (Saka New Year 1948), namely Monday and Tuesday, March 16–17, 2026; and
Three days after the national holiday and collective leave for Eid al-Fitr 1447 H, namely Wednesday to Friday, March 25–27, 2026.
During this adjustment period, Regional Apparatus Organizations within the Papua Provincial Government are asked to arrange flexible work patterns for civil servants, either by working from the office (WFO) or working remotely (WFA), taking into account the number of employees as well as the characteristics of each institution's duties and functions.
However, Regional Apparatus Organizations that are directly involved in public services are still required to work directly from the office. These include the Health Office, Jayapura Regional Hospital, Abepura Regional Hospital, Abepura Special Hospital, Civil Service Police Unit, Regional Disaster Management Agency, Regional Financial and Asset Management Agency, and Regional Revenue Agency.
In addition, the Governor's Circular Letter also emphasizes that all public services must continue to operate by optimizing the use of the Electronic-Based Government System to support the effectiveness of government administration.
Regional agency leaders are also asked to carry out continuous monitoring and supervision of civil servants' performance to ensure that organizational targets continue to be met in accordance with applicable regulations. The Head of the Papua Communication and Informatics Office also reminded all civil servants within the Papua Provincial Government not to extend their holidays beyond the provisions that have been set, considering that the government has already provided a sufficiently long holiday period as well as flexibility in working arrangements during that time.
"With this arrangement, it is hoped that civil servants will continue to maintain discipline and professionalism, while ensuring that services to the public continue to run well," he concluded. ***
