JAYAPURA — The Papua Provincial Government is restructuring the management of cleaning service personnel as part of efforts to improve governance and budget efficiency within regional government agencies. The move includes settling workers' rights as well as adjusting the work system going forward.
Papua Governor Matius D. Fakhiri assured that all rights of cleaning staff would be settled before any restructuring of work contracts is carried out.
"I received reports that there are wages that have not been paid, some for as long as four months. That must be resolved first," Fakhiri said in Jayapura on Tuesday (March 31, 2026).
After payment obligations are fulfilled, the government will make contract adjustments in accordance with the applicable mechanisms. This restructuring is part of improving the work system within the regional government.
"After they are paid according to the mechanism, the contract is terminated because that is indeed the procedure," he said.
Going forward, the management of cleaning service personnel will be carried out through an outsourcing scheme, with the number of workers adjusted to the needs of each regional apparatus organization.
"We hope that the existing workers can be recruited again through outsourcing, of course, adjusted to the needs," he said.
The Governor stressed that this policy is being implemented within the framework of administrative restructuring and efficiency, and has no purpose other than following the applicable procedures.
"This is purely a mechanism that the government must carry out; there is no other intention," he said.
The Papua Provincial Government also urged all parties to maintain a conducive situation during the restructuring process. ***
